Anybody know enough Japanese to be able to translate this?

The piece seems to be grammatically incorrect at least, but I'll try my best:

これを会?  - Meet here?
もしかしたら! - If we could do (that)!
通則でお月か予。 - In the general rules, lately the moon (and others).
このサブサイトレ - This server site (?)

It makes about as much sense as a spam ad.

Maybe he ran some spam through Babelfish (and then hand-painted the result in Paint and added Spanish punctuation and accents).

Maybe a better question would be: does the author know enough Japanese to create something that can be translated? -_-;

kore wo e? I guess the creator incorrectly intended this to mean "Do you understand this?"

moshikashitara! "Perhaps!"

通取 de otsuki ka yo/sha. I have no idea what this sentence is supposed to mean. The first word is the kanji for "traffic" and the kanji for "take". It would be pronounced "tsuushu" although this is not a word that I know of. The last kanji has a couple of pronunciations depending on how it's used.

kono sabusaitore Um... "This sabusaitore" I wonder if it's supposed to be "sabutaitoru"/subtitle...

If you figure it out, I'd be curious to know what it's supposed to be. ^^

I knew I had seen the second kanji for Tsuushu, but I thought it was me (目) instead of mimi (耳) -.-;;

Yeah, it's not really written very well. The guy obviously doesn't know his stroke order. ^_~

The character in the third line could be は or it could be お. They'd both be missing a part, but the more I look at it the more I think it resembles は more.
