If you'd like to make a map like this, you can use my multilayered PSD version which can be easily colored using Photoshop or Photoshop Elements.


Instructions:

1. Use the eyedropper tool to select a color from one of the legend boxes.

2. Select the paint bucket tool. Turn antialiasing OFF, turn Contiguous ON, and set tolerance to 0.

3. Select the "shapes" layer icon in the Layers palette, and color individual states by clicking on them. Note that because of how narrow Maryland gets at one point, it is actually in two pieces which must be clicked on separately. (Also note that the "colored boxes" layer does not have to be active to be able to get colors from it with the eyedropper tool.)

4. When done, flatten all layers and save as GIF, NOT as JPG. JPG will make the thing look ugly. (Or use Save for Web, which doesn't require you to flatten the layers and allows you to play around with different settings to see what will look best. But trust me, Save for Web will prove to you that this image should be a GIF, not a JPG. :} )
